VOGTLE ELECTRIC GENERATING PLANT REVISED TECHNICAL SPECIFICATIONS AMENDMENT REQUEST D.C. SOUEGS By letter dated November 19,1993, (LCV-0098) Georgia Power Company (GPC) proposed to amend the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical Specifications (TS), Appendix A to Operating Licenses NPF-68 and NPF-81. The proposed amendment would revise surveillance requirements 4.8.2.1.e and f., and table 4.8-2 related to DC sources. The purpose of the proposed amendment was to incorporate maintenance and testing practices based on draft IEEE Standard 450-1992, " Recommended Practice for Maintenance, Testing, and Replacement of Large Lead Storage Batteries for Generating Stations and Substations." The incorporation of maintenance and testing practices based on this standard would allow the VEGP station batteries to function for their expected lifetime of 20 years.

On March 16,1994, the proposed amendment was discussed with the NRC staff over the telephone, and the NRC stalTreviewer suggested a revision to our proposed new Table -4.8 3,

" Performance Discharge Test Surveillance Requirements." Specifically, the reviewer expressed concern regarding the use of replacement cells as the battery nears its end oflife. In response to this concern, GPC proposes to revise new Table 4.8-3 and the associated Footnote 5 such that when the battery life is greater than 85 percent ofits expected service life and degradation is indicated, cell replacement shall not be used to restore the capability of the battery for more than one year. In addition, the battery would be replaced within one year of the date of the discovery of the cell degradation. Enclosed is a revised copy of proposed new Table 4.8-3 and Footnote 5.
