DOCKET NOS. 50-413 AND 50-414 This acknowledges the receipt of your letter of December 21, 1992, which transmitted Revision 32 to the Catawba Physical Security Plan.

Most of the changes are consistent with the provisions of 10 CFR 50.54(p) and i are acceptable for inclusion into the plan.

Several of the changes appear to decrease the effectiveness of the plan or have policy implications; therefore, they have been referred to the Office of Nuclear Reactor P.egulation in Headquarters for review. This was discussed during a teleconference on January 20, 1993, between Ms. O. Masynk of this Region and Mr. R. Eller of your corporate staff. Sections 1.2, 3.1.1, 4.5.1, 8.3.4.1, and the glossary contain changes which appear to lessen the effec-tiveness of your plan. Sections 5.1, 6.6, 8.6, Appendix 1 and Chapter 15 t

-contain changes which have policy implications. You will be notified of our deliberations on these by separate correspondence.

The enclosure to your letter is being withheld from public ' disclosure because ft contains Safeguards Information and must be protected'in accordance with the provisions of 10 CFR Part 73.21 Should you have any questions concerning this letter, we will be glad to discuss them with you.
