CLIN 10N POWER STATION, UNIT NO. 1 - BATTERY DESIGN MARGIN FOR THE' STATION BLACK 0UT ANALYSIS (TAC NO.- M68529)'

The staff's Supplemental Safety Evaluation (SSE) to the Station Blackout Rule, 10 CCR 50.63, was issued to the Clinton Power Station on October 29,-1992.

One c f the issues discussed was the battery design margin. When_the Clinton facility was designed and built, a battery design margin of 1.1-to 1.15 as endorsed by IEEE Standard 485 was included. However, this margin was_not required.to be maintained and, as loads were added, the design margin has been reduced. This has resulted in the replacement of the Division 1: battery with a larger capacity battery during the third refueling outage-in .1992. In addition, th?re are plans to replace the Division 11 battery in refueling _.

Considering the above commitment and the current Technical Specification requirements that demonstrate continuing operability of the station batteries, the staff finds your response acceptable.
