CLINTON POWER STATION, UNIT NO 1 - SUPPLEMENTAL SAFETY EVALUATION FOR THE STA110N BLACK 0UT RULE, 10 CFR 50.63 (TAC NO M68529)

The NRC staff's Safety Evaluation (SE) pertaining to the Illinois Power Company's initial responses to the Station Blackout (SBO' Rule,10 CFR 50.63, was transmitted to you by letter dated May 29, 1992. In that SE, the staff found your proposed method of coping with an SB0 for tae Clinton Power Station (CPS), Unit 1, to be in conformance with the rule, contingent upon the satisfactory resolution of the staff's recommendations.

You responded to those recommendations by letter dated Jul, .992. The staff has reviewed your response and finds it to be acceptab, as discussed in the enclosed Supplemental Safety Evaluation (SSE) except with respect to the initial room temperature used in the control room heat-up calculation (Section 2.3.3).

You committed to additional evaluations (Sections 2.1, 2.3.2, and 2.6) that were to be completed by September 30, 1992, ano a design modification (Section 2.5) to be completed by May 3. 1994. Also, by telephc..e conversation on September 8, 1992, you indicated that your current battery capacity margin (Section 2.2.4) exceeds 5%, and that n u would commit to establish an emergency diesel generator (EDG) reliability program (Section 2.7) in accordance with the guidance of Regulatory Guide 1.155.

The enclosed SSE documents the NRC's final regulatory assessment of your proposed conformance to the SB0 Rule. The staff considers the 2-year clock for implementation of the SB0 Rule in accordance with 10 CFR 50.63 (c)(4) to begin upon your receipt of the enclosed SSE. Therefore, you should take the necessary action to complete compliance with the SB0 Rule as indicated in the staff's SE and S$E. The documentation of the analyses and actions required to resolve the itemized concerns should be included with the other documentation to be maintained by you in support of the SB0 Rule implementation for possible future NRC audit.

With respect to the concerns identified in the SSE and any concerns not yet addressed from the original SE, please respond in writing within 60 jays of the date of this letter. The information requested in this letter affects fewer than 10 respondents; therefore, OMB clearance is not required under Public Law 96-511.
