INSPECTION PROCEDURE 88072 - PLANT MODIFICATONS (Triennial)

1. Information Requested for In-Office Preparation
a. Engineering/Configuration Management organization chart
b. List of system engineers and assigned systems for the UO2 building focusing on recovery and powder (systems 130 through 360)
a. Conversion of UO2 pellets to U3O8 powder system 130
b. Miscellaneous uranium recovery system 140
c. UO2 pellet dissolution system 190
d. NFI NI-IX inner powder containers filling, storage, and on plant movement system 335
e. UO2 powder download operation system 322
f. Powder drum warehouse system 350
g. Lube blend press feed system 360
c. An index/list of Plant modifications (PM) program-related procedures including post-mod testing
d. The focus of the inspection will be on mods completed in the UO2 building focusing on recovery and powder (systems 130 through 360) between startup until 2022. Please provide a list of mods in the area that covers the time from facility startup until 2022.

NOTE: Please provide this list ASAP so that we can provide you with the specific mods that will be requested for on-site review. IF this list too extensive, you may limit the list to significant modifications including ones that impacted the ISA or safety bases.

e. List of current outstanding design issues (including open/deferred or canceled engineering action items), temporary modifications, and operator workarounds for the UO2 process focusing on powder and recovery
f. List of active corrective maintenance work requests/orders for the UO2 building focusing on recovery and powder (systems 130 through 360)
2. Information Requested for On-site Review
a. Provide the following documents for the UO2 building focusing on recovery and powder (systems 130 through 360):
a. Piping and Instrument diagrams
b. Electrical single line diagrams
c. Process Hazards Analysis (PHA)
d. System descriptions
e. Operations procedures
f. ISA Summary (various revisions upon request)
b. List of condition reports for last 12 months (or since the last inspection) pertaining to PM/engineering program activities for the identified systems 130 through 360.
c. List of open condition reports associated with the UO2 building focusing on powder and recovery Miscellaneous Requests
1. Request for a tour of the UO2 building following the entrance meeting 2
2. Meeting with the UO2 engineer and appropriate personnel to discuss major changes (physical and ISA related) to UO2 since commissioning (including ECR numbers)
3. Provide NRC access to the Framatome REDS system
4. Request licensing provide NRC inspectors brief tutorial on how to navigate the REDS system, schedule meeting via TEAMS prior to arrival on site.
