FRAMATOME INC. - REQUEST TO AMEND LICENSE AND APPROVE CRITICALITY SAFETY METHODS - LICENSE AMENDMENT 18 (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2021-LLA-0218)

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your submittal dated November 29, 2021 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML21333A203, non-public), that requested an amendment to Materials License SNM-1227 and approval of criticality safety methods, as supplemented by information dated April 28, 2022 (ADAMS Accession No. ML22119A243, non-public), and emails dated May 31, 2022 (ADAMS Accession No. ML22158A037, non-public), and June 1, 2022 (ADAMS Accession No. ML22158A036, non-public). Specifically, Framatome Inc. requested to amend its methodology related to minimum margin of subcriticality and calculational codes used for validation in Chapter 5.0, Nuclear Criticality Safety, of its License Application for Materials License SNM-1227.

The NRC staffs review is documented in the safety evaluation report which is Enclosure 1 to this letter. The staff concluded that the requested changes provide reasonable assurance of subcriticality under normal and all credible abnormal conditions, provide reasonable assurance of adequate protection against the risk of criticality accidents, and otherwise satisfy the requirements of Title 10 of the Code of Federal Regulations (10 CFR), Section 70. Materials License SNM-1227 is hereby amended to include the changes to Chapter 5.0, Nuclear Criticality Safety. As such, Safety Condition 1 of the license is amended to include the application information submitted on the following dates: November 29, 2021 (ADAMS Accession No. ML21333A204); April 28, 2022 (ADAMS Accession No. ML22119A243); and emails dated May 31, 2022 (ADAMS Accession No. ML22158A037), and June 1, 2022 (ADAMS Accession No. ML22158A036).

Documents transmitted by this letter contain proprietary information. When separated from Enclosures 1 and 3, this letter and Enclosure 2 are decontrolled.
