Dear Timothy Tate:
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your submittal dated May 17, 2023 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML23137A396), requesting to amend license number special nuclear material (SNM)-1227 and to approve the extension of Framatome, Inc.s validation methodology and minimum margin of subcriticality to include enrichments up to 20 weight percent uranium-235, as supplemented by information dated October 18, 2023 (ML23291A204).
The NRC staffs review is documented in the safety evaluation report, which is provided in to this letter. The staff concluded that the requested changes provide reasonable assurance of subcriticality under normal and all credible abnormal conditions, provide reasonable assurance of adequate protection against the risk of criticality accidents, and otherwise satisfy the requirements of Title 10 of the Code of Federal Regulations (10 CFR),
Part 70. Materials License SNM-1227 is hereby amended to include the changes to chapter 5.0, Nuclear Criticality Safety. Please consider providing a complete copy of the updated License Application including the changed pages identified above within 20 days of the date of this letter. to this letter provides the publicly available pages of the amended license. to this letter provides the non-publicly available page of the amended license.
This letter concludes action on this submittal, and Enterprise Project Identification Number L-2023- LLA-0073 is considered CLOSED.
Documents transmitted by this letter contain proprietary information. When separated from Enclosures 1 and 3, this letter and Enclosure 2 are decontrolled.
