i lilinois Power Company Docket No. 50-461 j Clinton Power Station License No. NPF-62 l During an NRC inspection conducted on January 6-10,1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Po! icy and

, Procedure for NRC Enforcement Actions," NUREG-1600 (60 FR 34381: June 30,1995),

i the violation is listed below:

The Clinton Power Station Emergency Plan, Revision 10, Section 3.0 Emergency Response Facilities and Equipment, Paragraph 3.2.3, "Meteorolopcal Monitoring System," states j that "A backup meteorological tower is located at the CS site and is instrumented at the i

33 foot (10 meter) level. The meteorological parameterr measured are wind speed and wind direction. Sigma Theta is calculated from the changes in wind direction. All three of

these variables are available in the Technical Support Center and are read from a line
printer."

Contrary to the above, a Condition Report (1-94-10-002) dated September 30,1994, and issued October 3,1994, indicated that the backup meteorological towsr wind speed and wind direction sensors were inoperable. This condition had not been corrected. The wind speed and wind direction sensors have been unavailable since October 1994.

. reply should be clearly marked as a " Reply to a Notice of Violation" and should include for i each violation: (1) the reason for the violation, or, if contested, the basis for disputing the i

violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full

compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be 4

proper should not be taken. Where good cause is shown, consideration will be given to j extending the response time.
