NOTICE OF VIO!ATION  !

Clinton Power Station Docket No. 50-461 License No. NPF-62 During an NRC inspection conducted on October 25-December 2, 1993, violations of NRC requirements were identified. In accordance with the " General  ;

Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, l Appendix C, the violations are listed below: l A. 10 CFR 20.1501 requires, in part, that the licensee make or cause to be  !

made, surveys that are reasonable under the circumstances to evaluate the concentrations or quantities of radioactive material and the potential radiological hazards that could be present.

10 CFR 20.1003, defines " survey" as an evaluation of the radiological conditions and potential hazards incident to the production, use, transfer, release, disposal or presence of radioactive material or other i sources of radiation.

Contrary to the above, on October 8, 1993, the licensee failed to make .

an adequate survey during removal of insulation from a feedwater check - t valve.

This is a Severity Level IV violation (Supplement IV).

B. Clinton Power Station Technical Specification 6.11 states, in part, that procedures for personnel radiation protection shall be adhered to.

Administrative Procedure 1019.06, dated April 7, 1993, " Dry Active Waste .

l' and Laundry Handling Program" Section 8.1.2.2. states, in part, that receptacles used to collect and hold radioactive waste shall be clearly identified.

Contrary to the above, during tours in the auxiliary, turbine and radioactive waste buildings on October 25, 26 and 28, 1993, containers l were found holding radioactive waste that were not clearly identified.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Clinton Power Station is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C. 20555 with a copy to the U. S. Nuclear Regulatory Commission, Region III, 801 Warrenville Road, Lisle, Illinois, 60532-4351, and a copy to the NRC Resident Inspector at the Illinois Power Company, within 30 days of the date of the letter transmitting this Netice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for i each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid  !

further violations, and (4) the date when full compliance will be achieved.  !

If an adequate reply is not received within the time specified in this Notice, j l
