'V NCTICE OF VIOLATION d
Illinois Power Company Docket No. 50-461 Clinton Power Station License No. NPF-62
. As a result of the inspection conducted on Septeober 26-30, 1988, and in accordance with the "General Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the following violation was identified:
10 CFR 71.S(a) r,611res that each Itcensee who transports licensed material outside the confines of its plant or other place of use, or who delivers licensed material to a carrier for transport, shall comply with the applicable requirements of the regulations appropriate to the mode of transpo:t ' ' the Department of Transportation (DOT) in 49 CFR Parts 170 through 180 49 CFR 173.425(b)(6) requires that packaged shipments of LSA material consigned as exclusive use and not in a DOT Specification 7A, Type A package be braced so as to provent shifting of lading under conditions rormally incident 'o transportation.
Contrary to the above, a July 22, 1988 LSA radwaste shipment from Clinton Station to the Richland,'Wa>hington burial site was not adequately braced to prevent shifting. Specifically, according to State of Washington inrpectors, the front brating failed and permitted the load (56 drums) to shif t forward approximately one foot.
This is a Severity Level IV violation (Supplement V).
