NOTICE OF VIOLATION t

. Illinois Power Company Docket No. 50-461 Clinton Power Station License No. NPF-62 As a. result of the inspection conducted on June 1 through June 23, 1989, and in accordance with the 10 CFR Part 2, Appendix C - General Statement of Policy

and Procedure for NRC Enforcen,ent Actions (1988), the following violation was a

identified:

Clinton Technical Specification 6.8.1 required, in pn t, that written procedures be established, implemented, and maintained covering multiple areas, including equipment control.

Contrary to the above, on June 19, 1989, the licensee failed to properly implement Technical Procedure CPS No. 2800.04, " Generic Flush Procedure," and Administrative Procedure CPS No. 1052.01, " Conduct of System Lineups," which resulted in startup and pressurization of the reactor recirculation (RR) pumps with the upper seal staging pressure instrument on the "B" RR pump isolated.

Failure of the licensee to properly implement the above required procedures is a Severity Level IV violation (Supplement I) (50-461/89021-01(DRP)).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) the corrective-actions that have been taken and the results achieved; (2) the corrective actions that will be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
