NOTICE OF VIOLATION I

l Illinois Power Company Docket No.

50-461 I

Clinton Power Station License No.

NPF-62 During an NRC inspection conducted on September 14, 1993, through October 25, 1993, a violation of NRC requirements was identified.

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C, the violation is listed below:

t Part 50 of Title 10 of the Code of Federal Regulations, Appendix B, Criterion 111, requires, in part,.that measures shall be established to assure that applicable regulatory requirements and the design basis for those structures, systems, and components to which this appendix applies are correctly translated into specifications, procedures, drawings, and instructions.

Clinton Updated Safety Analysis Report, Table 3.2-1, Section XXXVII.8, states that the fire protection system conforms to the requirements of 10 CFR Part 50, Appendix B.

t A design requirement of the diesel fire pumps contained in the National Fire i

Code NFPA-20, " Standard for The Installation of Centrifugal Fire Pumps,"

Section 9-5.3.2.c, is that the fire pump have two batteries, each capable of starting the diesel engine; and that in the event that one battery is inoperable, the control system shall lock-in on the remaining battery.

Part 50 of Title 10 of the Code of Federal Regulations, Appendix B, Criterion i

XI, requires, in part that a test program shall be established to assure that all testing required to demonstrate that structures, systems, and components will perform satisfactorily in service is identified and performed in accordance with written test procedures which incorporate the requirements and acceptance limits contained in applicable design documents.

l Contrary to the above, on June 2, 1993:

The "A" fire pump's overspeed protection device was not capable of being powered from each battery, independently. With battery 2 failed, the fire pump could not have started.

2.

The ability of the "I." diesel fire pump to start with only one battery operable was not verified in the post-maintenance test.

This is a Severity level IV violation (Supplement I). (461/93019-01(DRP))

The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence.

Consequently, no reply to the violation is required and we have no further questions regarding this matter.
