NOTICE OF VIOLATION Illinois Power Company Docket No. 50-461 License No. NPF-62 As a result of the inspection conducted on September 11-15, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989) (Enforcement Policy) the following violation was identified:

10 CFR 50, Appendix B, Criterion XVII and the. Illinois Power (IP) Operational Quality Assurance Manual, Chapter 17, require, in part, that sufficient records be maintained to furnish evidence of activities affecting quality. The test -

and inspection records shall contain the results of the test or inspection and acceptability of the test or inspection results.

Step 8.2.1 of Fire Detection Channel Functional Procedure No. 9337.81 requires that a check of the sensitivity of each fire detector be conducted by obtaining a printout of fire detector voltages and verifying that the fire detector voltages are in the band specified in Appendix 0 of the procedure.

Contrary to the above, as of September 15, 1989, the licensee failed to maintain test records which documented the results and acceptability of completed testing.

Specifically, Procedure No. 9337.81 failed to assure verification that the voltages obtained during the fire detector sensitivity checks were in the specified band in that the licensee was not able to provide records demonstrating these checks had occurred during any of the previous semi-annual surveillance tests.

This is a Severity Level IV violation (Supplement 1).

The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
