I NOTICE OF VIOLATION i Illinois Power Company Docket No. 50-461  :

Clinton Power Station License No. NPF-62 ,

As a result of the inspection conducted on November 15 through December 3, 1993, and in accordance with the " General Statement of Policy. and Procedure -

for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, (Enforcement Policy) the following violation was identified:

Technical Specification 4.0.5.a states ". . . inservice testing of ASME Code '

Class 1, 2, and 3 pumps and valves shall be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code . . ." ASME Section XI, IWV-3522, " Exercising Procedure," states, in part " check valves shall: be -

exercised to the position required to fulfill their function..."

Contrary to the above, inservice test procedure CPS No. 9069.01,= Shutdown ,

Service Water Operability Test, dated September 20, 1993, contained inadequate acceptance criteria to verify that the following check valves were exercised <

quarterly to their full open position:

a. Shutdown service water pump discharge check valves ISX001A and ISX001B . ,

required 11,655 and 11,632 gpm flow, respectively to verify full open, ,

whereas the test acceptance criteria was 8937-9070 gpm.

b. Shutdown service water pump discharge check valves ISX001C required 839 gpm flow to verify full open, whereas the test acceptance criterion was 743-757 gpm.

This is a Severity Level IV violation (Supplement I.D.3). j

The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter, i
