Illinois Power Company Docket No. 50-461 Clinton Power Station License No. NPF-62 As a result of the inspection conducted on November 15 through December 3, 1993, and in accordance with the " General Statement of Policy. and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, (Enforcement Policy) the following violation was identified:
Technical Specification 4.0.5.a states "... inservice testing of ASME Code Class 1, 2, and 3 pumps and valves shall be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code..." ASME Section XI, IWV-3522, " Exercising Procedure," states, in part " check valves shall: be -
exercised to the position required to fulfill their function..."
Contrary to the above, inservice test procedure CPS No. 9069.01,= Shutdown Service Water Operability Test, dated September 20, 1993, contained inadequate acceptance criteria to verify that the following check valves were exercised quarterly to their full open position:
a.
Shutdown service water pump discharge check valves ISX001A and ISX001B.
required 11,655 and 11,632 gpm flow, respectively to verify full open, whereas the test acceptance criteria was 8937-9070 gpm.
b.
Shutdown service water pump discharge check valves ISX001C required 839 gpm flow to verify full open, whereas the test acceptance criterion was 743-757 gpm.
This is a Severity Level IV violation (Supplement I.D.3).
