- 1. During the period beginning on the effective date of this permit and lasting until the expiration date, the permittee is authorized to discharge in accordance with the following limitations and monitoring requirements from outfall 3IB00016004. See Part II, OTHER REQUIREMENTS, for locations of effluent sampling.

Daily (5) Total There shall be no detectable amount in the discharge from this outfall of any priority pollyttnt, other than chromium and zinc contained in chemicals added for cooling tower maintenance. As of the effective date of this permit, the permittee has stated it does not use chemicals for cooling tower maintenance that contain chromium or zinc; therefore, this outfall does not contain chromium or zinc ef fluent limitations as required by 40 CFR 423.15. If the permittee, in the future, uses chemicals for cooling tower maintenance which do contain chromium or zinc, the permittee shall apply, prior to the use of the chemicals, for a modification of this permit so as to include the appropriate effluent limitations and monitoring requirements for chromita and/or zinc.
Requires intake (31800016800) monitoring. Report intake /outfall te m erature estimated to correspond in a maxinum temperature dif ferential sustained for one hour.
Neither free available chlorine nor total residual chlorine may be discharged f rom any unit for more than ,
two hours in any one day and not more than one unit in any plant may discharge free available or total !
residual chlorine at any one time unless the utility can demonstrate to the state that the unit (s) in a I particular location cannot operate at or below this level of chlorinatiora. Analyses are to be performed by j amperometric titration, orin residual chlorine electrode, or other EPA approved methods. Sampling at i Outfall 004 shall be performed within the appropriate detention time of the chlorination dosage. )
(1) Free Available Chlorine and Total Residual oxidants limits are the maximum allowed at the outfall at any time. Free Available Chlorine ana Total Residuat Oxidants may not be discharged f rom this outf all for more than two hours per day. Simultaneous multi unit chlorination and/or bromination is permitted. Analyses are to be performed by amperometric titration, Orion Residual Chlorine Electrode, or other EPA approved methods during chlorination and/or bromination. The daily grab samples for Free Avaltable Chlorine and Total l Residual 0xidants shall represent the maximum concentration discharged during chlorination and bromination. I (2) Total Residual oxidants reflects the use of bromine compounds. Bromine can be used separately or in !
combination with chlorine. These timits are effective when bromine is used. Discharge limits can be met using a dehalogenation agent, if necessary. Dehalogonation shall then be achieved by using stoichiometric l calculations to determine the amount of dehalogenating agent necessary to completely eliminate the residual.
(3) Report on days when only chlorine compounds are used (i.e. no bromino compounds). Report "AH" on the monthly operating report if bromine (or a combination of bromine and chlorine) hl used and explain in remarks section.
(4) Report on days when bromine compounds are used with or without chlorine. Report "AH" on the monthly operating report on days when no bromine compounds are used and explain in remarks section.
(5) Ponitoring is to be performed only on days i en using chlorine and/or bromine treatment.
- 2. The pH (Reporting Code 00400) shall not be less than 6.5 S.U. nor greater than 9.0 S.U. and shall be monitored 2/ week by grab sample.
- 3. Samples taken in compliance with monitoring requirements specified above shall be taken at Sampling Stations described in Part II, OTHER REQUIREMENTS.

1 on the basis of preliminary staff review and application of standards and 4 regulations, the Director of the Ohio Environmental Protection Agency has I issued a proposed modification for the aforementioned discharge subject to certain effluent conditions and special conditions. The proposed modification is tentative but shall become final on the effective date unless: 1) an i adjudication hearing is requested, 2) the Director withdraws and revises the 1 proposed modification after consideration of the record of a public meeting, written comments, or statements, or 3) upon disapproval by the administrator i of the U.S. Environmental Protection Agency. I 1
Within thirty days of publication of this notice, any person may submit written comments, a statement as to why the proposed modification should be changed, a request for a public meeting on the proposed modification,' and/or a request for notice of further actions concerning the modification. All . I communications timely received will be considered in the final formulation of I I
the modification. If significant public interest is shown, a public meeting will be held prior to finalization of the modification. j 1
Within lo days of the issuance of the proposed modification, any officer or an l agency of the state or of a political subdivision, acting in his representative capacity or any person aggrieved or adversely affected by ,
issuance of it may request an adjudication hearing by submitting a written i objection in accordance with Ohio Revised Code Section 3745.07. Following the j finalization of the modification by the Director, any person who was a party I to an adjudication hearing may appeal to the Environmental Review Appeals '
