Dear Ms. Wolf:

The purpose of this letter is twofold: (1) to provide further clarification for submitting and subsee atly appealing the Office of Personnel Management's I- (OPM) decision to deny 6( coverage for our Criminal Investigator position, GG-1811-12 in the Office of Inspector and Auditor (OIA); and, (2) to request that OPM rescind the denial of the above position (Case No. C85 364 0402, dated June 29,1987).

As discussed between you and Susan Dickerson of my staff, the letter of June 21,1976 that we believe covers our investigator positions in OIA was found subsequent to our initial submission and after our original appeal to OPM. Based on the June 21, 1976 letter OPM has confirmed coverage under the 6(c) provisions for our investigator positions GG-11 through 14 in 01A (Case No. C871590 401, dated June 29, 1987).

Information on'these tso%oints not included and/or highlighted is our recent ceiling reductions. Staffing restraints will demand that the exist-ing staff assume a greater individual share of criminal investigative cases. -

This means for the Criminal Investigator GG-1811-12 in CIA, approximately 50% of the incumbent's time is spent managing or conducting criminal investi-gations. The other 50% is spent investigating other irregularities in the administration of Commission prograes/ activities and inspecting of activities within the Commission.
