SUBJECT:

POSITION DESCRIPTION / INVESTIGATOR, EXECUTIVE OFFICE FOR OPERATIONS SUPPORT, IE As you are aware, the Executive Officer for Operations Support 'IE, is responsible for the development of policy, criteria and program require-ments for the conduct of investigations into allegations, accidents or incidents occurring at or related to NRC licensed facilities and activities.

In addition, X005 is sometimes called upon to conduct or coordinate in-vestigations havino exceptional sensitivity or national significance. A small staff of experienced investigators is presently assigned to X005 to meet these responsibilities and will be joined by a supervisory investigator as soon as the selection process has been completed for that position.

Included as an Enclosure is a revised position description which covers the two investigators currently on board and more accurately defines and articulates their duties, skills and responsibilities. It does not change the grade level of either the positions or the incumbents. It is therefore requested that your office make the appropriate changes in the personnel records of the two incumbents. Messrs. William J. Ward and Peter E. Baci.

It is also requested that these positions be reclassified under the 1811 series. The latter more accurately reflects the requisite duties, skills and qualifications of the investigator positions; further, prior training and experience as 1811 investigators was considered an essential background for these positions and was therefore a major factor in the selection of the incumbents. The supervisory investigator position, advertised on 3/19/79 under announcement number 79-230, is already classified in this series and shares the same duties and responsibilities except for the supervisory function.

Finally, I believe that the investigator position, as described in the Enclosure, should be covered for retirement purposes under 5 U.S.C. 8336(c).

It is therefore requested that your office forward the revised position description to the Office of Personnel Management (Bureau of Retirement.
