Dear Mr. Shapiro:
The Inspector General Act Amendment of 1988 established a statutory Office of Inspector General (OIG) within the Nuclear Regulatory Commission, effective April 17, 1989. This Office is responsible for providing leadership and recommending policy for investigative activities designed to promote economy and efficiency in the administration of, and to prevent and detect fraud, abuse or criminal activity in Commission programs and operations. Specifically, the Office is vested with the authority to recommend action to the Commission in regard to findings resulting from criminal investigations conducted by OIG. j l
Therefore, the NRC requests Office of Personnel Management (OPM) approval for l general retirement coverage for the position of Assistant Inspector General under the provisions of 5 U.S.C. 8336(c). Under the direction of the Inspector General, the Assistant Inspector General for Investigations is responsible for ;
l providing the overall planning, management and leadership for investigations and i inspections conducted by OIG. l F '1ff, l Assistant Inspector General for Investigations, SES Office of the Inspector General FUNCTIONAL STATEMENT Uncer Ine direction of the Inspector General, the Assistant Inspector General for Investigations is responsible for providing the overall planning, management ano leacership for investigations and certain inspections conducted by the Office of the Inspector General (0!G). This position was createo by Public Law 100-504.
REGULAR DUTIES Plans and supervises investigations and reviews draft reports for final processing. Subject matter of reports may address possible violations of criminal laws or regulations and otner irregularities in tne aaministration of Commission programs ano activities.
Analyzes ano sunnarizes those investigations undertaken and assures that they are pursuec, documented and finalized in accordance with professional stancaros.
Serves as the principle advisor to the Inspector General on management issues ,
and all other matters pertaining to tne investigative programs. These l programs incluoe the examination of a wide range of potential or existing l violations, compliance with laws and regulations, uncovering of instances of widespread or significant fraud or abuse ano the identification ano prosecution of participants in such fraud and abuse.
Conducts or directly manages the most complex ene highly confidential investigations directed by the Inspector Generet or requested by the Chairman or Congressional Oversight Committees.
Supervises the preparation of policy guidance materici such as the Investigator's manual and procedural memoranda. Also supervises the preparation und issuance of subpoena authorized by Public Law 95-91, Section 208.
l Dire. cts the preparation of all investigative material necessary for incorporation into the Inspector General's semi-annual report to the Chairman and the Congress. Sucn macerial includes numcar of raports, dollar savings, ,
summaries, conclusicns and recommendations.
l Reviews all invest 1gative activitics and determines what corrective measures, if any, are necessary for improving the cuality, timeliness and responsiveness of each work product.
Keeps the Inspector General fully and currently informed througn reports and oral briefings about frauds, abuses, deficiencies and all other investigative problems and issues relating to the Commission's programs anc operations.

Recomenos to the Inspector General such corrective actions as necessary concerning fraucs, aouses, deficiencies and other identified problems.

Ability to establish ano maintain effective working relationships with HRC management and staff, private industry, law enforcement personnel, Congressional staff, GAO anc other personnel within the Inspector General community.

Occasional contact with mid-level and top management of NRC licensees ano contractors as well as other private concerns.
RESPONSIBILITY FOR DECISIONS Supervision Received Inspector General. . Work assignments and technical guidance also provided by the Deputy Inspector General.
Independent Action i
Supervises investigative and secretarial personnel under his/her direction.
Compiles investigative reports on criminal acts and irregularities and submits them to the appropriate personnel.
Directs and conducts investigations ano inspections relating to the integrity of operations of NRC. Conducts other such investigations as may be required.
Assists in development and implementation of Commission investigative policies and procedures and changes to them.
Recommends Action to be taken in investigations involving criminal acts _ or violations or NRC regulations.
DECISIONS MADE INDEPENDENTLY Initiates investigations as necessary into specific incidents or repeated occurrences which seem to warrant such investigations.
Advises auditors and investigators and other NRC personnel in methods and the course to be followed in matters involving possible criminality.
Determines contacts to make and information to be obtained in conjunction with a specific violation.
Establishes ano maintains contacts with other investigative agencies and cepartments as requireo.

WORKING CONDITIONS May be required to travel in line with investigations, which coulo involve unusual ano protracted hours, inclement weather and possible arduous anc hazardous circumstances.
SUPERVISION Five to seven professional investigators, GG-7 through 15. One secretary, GG-7.
EFFORT Effort for the most part is normal; however, there may be instances where the work would require irregular hours, extensive standing, walking, and climbing.
If travel is involved, may require moderate physical effort to perform or direct an investigation.
