Dear Mr. Shapiro:
The Inspector General Act Amendment of 1988 established a statutory Office of Inspector General within the Nuclear Regulatory Commission effective April 17,1989. This office will be vested with the authority to initiate investigations, issue subpoenas and make determinations whether or not to continue ongoing investigations. The NRC, therefore, requests OPM's approval for general coverage of the position of Inspector General under the provisions of 5 U.S.C. 8336(c), and for specific individual coverage for Mr. David C. Williams. Mr. Williams has been nominated by the President to be the Agency's first Inspector General (IG).
This request for general coverage is based upon the Agency's experience over the past fourteen years that detailed knowledge and strong experience in the field of criminal investigation and law enforcement are essential requirements for the position. The Office of the Inspector General is responsible for providing policy direction for and conducting, supervising and coordinating audits and investigations relating to all NRC programs and operations. The IG will keep the Chairman and the Commission fully and currently informed concerning fraud, serious problems, abuses and deficiencies related to the Agency's programs and day-to-day operations.
In this capacity, he will recommend corrective actions and progress in their implementation, and will expeditiously refer criminal matters to the Department of Justice.
The foregoing indicates the breadth of responsibility and activity which will be performed by the Inspector General and supports the request for general coverage for the position under the provisions of 5 U.S.C. 8336(c).
Of immediate need is the individual coverage for Mr. Williams. The NRC is currently engaged in a dialogue with members of the Congress regarding the handling of its investigations, and is dire need of someone with the extensive law enforcement experience that Mr. Williams will bring to the position. His specific experience is listed below.

Since 1986, Mr. Williams has been Director of the Office of Special '
Inve::tigations, General Accounting Office in Washington, D.C. Prior to this, he was Director for Operations in the Office of Labor Racketeering at I the Department of Labor, 1984-1986. He was Supervisory Staff Investigator l for the President's Commission on Organized Crime 1983-1984; Special Agent-l in-Charge in the Office of Labor Racketeering at the Department of Labor in New York and Cleveland, Ohio and a Supervisory Special Agent in Chicage, Illinois, 1979-1984; and a Special Agent for the United States Secret Service in Chicago, Illinois, 1975-1979. From 1967 to 1970, he was a Special Agent for U.S. Military Intelligence, serving in St. Louis, Missouri and in Vietnam. In 1987, Mr. Williams conducted a special inquiry I
into three internal NRC matters of concern to NRC and the Congress.
