The Inspector General Act Amendment of 1988 established a statutory Office of the Inspector General (OIG) within the Nuclear Regulatory Commission (NRC), effective April 17, 1989. This Office is responsible for providing leadership and recomending policy for investigative activities designed to promote economy and efficiency in the administration of, and to prevent and detect fraud, abuse or criminal activity in Commission programs and operations. Specifically, the Office is vested with the authority to recommend action to the Comission in regard to findings resulting from criminal investigations conducted by the OIG.

Therefore, the NRC requests Office of Personnel Management (0PM) approval ,

' for general retirement coverage for the position of Assistant to the

8336(c). The AIGO represents the Inspector General (IG) in liaison with the NRC staff, congressional staff and the Inspector General community in receiving, analyzing and recommending action to resolve As asignificant high-level emerging operational, legislative, and management issues.

> l ASSISTANT TO THE INSPECTOR GENERAL FOR OPERATIONS, GG-16 OFFICE OF THE INSPECTOR GENERAL Purpose of Position Incumbent serves as the Assistant to the Inspector General for Operations (AIGO) as a high level advisor on a wide range of Office of Inspector General (OIG) operational and management issues. Performs a wide range of complex and time-sensitive special projects and analyses. Receives and analyzes significant emerging operational, legislative, and management issues in the IG community and recommends action to the Inspector General.

Represents the IG in liaison with the NRC staff, congressional staff, and the Inspector General community. Participates with the AIGs in formulating / recommending policy and procedures which will promote the development of the most effective and efficient audit and investigative programs possible for the OIG.

1 Technical Knowledae comprehensive knowledge of, and experience in, federal criminal laws and investigative techniques and procedures in order to analyze and interpret those legal and investigative issues which may affect the OIG. Extensive personal experience in conducting complex criminal investigations and in preparing concise, accurate, v itten summaries of the investigative work performed.'

Must posseds highly-developed writing skills.

Thorough knowledge of applicable administrative policies, practices, and procedures utilized within the federal government.

Knowledge of the Atomic Energy Act of 1954, as amended, and the Energy Reorganization Act of 1974. Knowledge is sufficient to review and analyze investigations of violations as they may relate to these acts.

Demonstrated experience in establishing and maintaining effective working relationships with NRC personnel, private industry, law enforcement personnel, congressional personnel, and others.

Broad experience in supervising others toward the successful completion of complex assignments and investigations.

Graduation from a recognized full-specrrum federal law enforcement training institute, or a extensive experience as a federal criminal investigator. Comprehensive knowledge of investigative principles, techniques, methods, and procedures.

Thorough understanding of the Inspector General Act of 1978 and the reporting requirements prescribed under the Act. Must be particularly cognizant of obligations of the OIG, the NRC, and other executive branch organizations with respect to information reported to Congress under this Act.

s Administration Reviews agency reports and memoranda having significant impact on the treatment of policy issues. Reports to the Inspector General on any significant implications of these documents and recommends .

Oversees the activities of the Planning and Reporting Staff of the Office of Inspector General. This responsibility includes broad oversight of the major activity areas of the staff and advising on the most complex issues and tasks assigned to this staff. This involvement usually occurs when issues arise in areas where no precedent exists. Also responsible for technical I direction of the OIG Hotline Program. j At the direction of the Inspector General, will conduct special investigations for the Office. Such investigations may require coordination with the President's Council on Integrity and Efficiency and with certain other Inspectors General. Special investigations will routinely involve input from the Office of General Counsel.

Interfaces with congressional committees having oversight responsibilities for the Nuclear Regulatory Commission and the Offices of Inspector General. i l

l Responds to news media inquiries directed to the Office of the l Inspector General. In the performance of this role, coordinates news media comments with the NRC Office of Public Affairs.

Overall responsibility for correspondence control within the OIG.

In this respect, ensures consistency and high quality in the written communications prepared for the Inspector General.

Participates in reports review to ensure consistent, clearly-written products. This responsibility will routinely extend to reviewing investigative reports intended for external distribution.

Maintains liaison with key law enforcement and investigative personnel in other agencies to include the Department of Justice, Treasury, FBI, and the Offices of Inspector General.

Coordinates and provides staff lipison between the OIG and various Offices of the NRC. This includes coordination of management referrals to the Regional Administrators and the Office of Investigations.

Oversees the receipt, indexing, and tracking of allegations received by the OIG. In this capacity, conducts efforts to identify " trends" in the OIG allegation tracking system which pertain to fraud, waste, and abuse.

In conjunction with the Director of the Planning ard Reporting staff, analyzes and advises on budget submissions for the OIG. ,

Prepares policy directives in coordination with audit, l l investigative, and administrative staff. These directives are j systematically integrated with the appropriate office policy - I manuals.  ;

l Monthly contact with the Chairman and his Executive Assistant during the Inspector General's briefing to the Chairman. 1

-Routine contact with Executive Assistants to the Commissioners

and the Executive Director for Operations as well as the l Directors of the Office of Public Affairs and Congressional l Affairs. Through the issuance of management referrals, periodic contact is maintained with the Regional Administrators and their staff.

1 1 Frequent contact with attorneys of the Office of General Counsel, I and particularly with the Assistant General Counsel for Adjudications and Opinions and the OIG attorney / advisor.

Continuous contact with investigative and audit staff in preparing gxternal communications on high-visibility issues.

Similar contact will be maintained in preparing the Inspector  :

General's semi-annual report to the Chairman. I Frequent contact with congressional staff, GAO staff,  !

intervenors, and private industry representatives in connection with matters investigated, inspected, and audited by the OIG.

Frequent communication with Deputy Inspectors General of other agencies on a variety of issues common to that community.

Commitments Reports directly and exclusively to the Inspector General. j l

Independently analyzes policies, programs, and actions that will  ;

j permit a balances and coordinated effort in reaching the program l objectives of the OIG. l l At the direction of the Inspector General, represents the Office l at meetings, symposiums, etc., and serves as the senior l supervising official in the Inspector General's absence. l l

Serves as the office coordinator for matters ef fected by the President's Council on Integrity and Efficiency (PCIE). In this respect, frequently represents the NRC/OIG at P.C.I.E. functions.

Coordinates with the AIGI and AIGA to form special project teams for the study and articulation of policy information to the )

Inspector General.

5 P7 views information to be released under the Freedom of Information Act (FOIA) when FOIA requests are directed to the Office of Assistant of the Inspector General for Operations.

1 Advises the AIGI and AIGA of the identification of significant -

management " trends" resulting from analyses conducted by the AIGO and other OIG staff. Such discoveries will potentially result in further audit or investigative effort.

Organizes communications with intervenor groups which have expressed an interest in the activities of the OIG.

Develops communications with critical congressional staff personnel in order to facilitate OIG reporting obligations.
