NOTICE OF VIOLATION Illinois Power Company ' Docket No. 50-461 A[aresultoftheinspectionconductedduringtheperiodOctober22through December 5, 1986, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the '

following violations were identified:

1. Technical Specification 6.2.2(f) requires that the licensee establish controls to limit working hours of Health Physics Staff to not more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in any seven-day period, excluding shift turnover time, and requires that any deviations from these limitations be authorized by the plant manager, his deputy, or higher level of management.

Contrary to the above, Radiation Protection Department personnel worked as much as 84 hours9.722222e-4 days <br />0.0233 hours <br />1.388889e-4 weeks <br />3.1962e-5 months <br /> in a seven-day period during October 1986, without the specified management authorization.

This is a Severity Level IV violation (Supplement IV).
