KEPPLER relating to the. rod pull error of July 2, 1985 at the Fenni 2 facility. KEPPLER was not aware of the incident until July 15, when Fermi Senior Resident Inspector BYRON contacted the Region to relate the critil.ality information. -KEPPLER i requested that 01 investigate this matter as a material false statement violation relating to Section 186 of the Atomic Energy Act. OI was asked to determine if DECO willfully failed to notify the Comission of the reactor premature criticality because of its presumed impact on the  !

forthcoming Comission full power vote for Fermi 2. KEPPLER advised that he believed his Region III staff was uninformed of the reactor criticality because they are sensitized to premature criticalities, having experienced ,

a similar incident at ' Quad Cities Nuclear Power Station. KEPPLER stated I that he would have recommended the Comission put off the Fermi 2 hearing and vote until 01 completed an investigation of the July 2 incident, had he known of the premature criticality associated the the operator error.
