Response to SAFETEAM Review #665' The concern states: "The EF2 project is not maintaining around the clock sampling while decanting into Lake Erie, going beyond the thirty day time frame and continuing to decant into Lake i
Erie, and not taking immediate action and reporting their violation of the Tech Spec."
c This concern was submitted on May 31, 1985. The principal point of the concern indicates that provisions of the Technical Specificq-tion 3.3.7.11 & Table 3.3.7.11-1, which limit discharges to Lake Erie to a thirty day period with the cire, water decant line monitor inoperable, appears to be violated. A review of the control room out-of-specification log and log sheets was compared to the discharge release petmits for April and May of 1985. The out-of-specification documentation indicated that the decant monitor was found to be out of spec on three occasions. The three periods were April 24 through April 25, May 15 through May 27, and May 28.through June 1.
Discharges were made during these periods when the monitor was declared inoperable, but manual samples were taken for all but two dischargen. The unmonitored discharges were documented on Licensee Event Report (LER) #05000-341.
The report contains the events which led to the unmonitored discharges and the corrective action implemented tThis Act! ion included replacement of the decant pump motor as' documented on PN-21 #818515 and completed on June 8, 1985.
The data and response to this concern was gathered and presented with the assistance of the project Radiological Assessor.
Per the Radiological Assessor, " Technically, the thirty day Tech Spec requirement has not been violated since the equipment had been returned to service three times during the total time interval of approximately thirty-six (36) days, the longest period of out of service was twelve days.

their response is as follows.
Security contacted the individuals involved and learned that they did not want to give any further information regarding this u.atter. They felt that further..prebing
-y into this matter would cause more harm than good; they felt that dropping this matter would be in the best interest of all involved.
Security was also advised that the problem itself was the personality conflict between the individuals.
