MEETING WITH _THE DETROIT EDISON COMPANY TO DISCUSS THE FERMI 2 IMPROVED STANDARD TECHNICAL SPECIFICATIONS CONVERSION 1
The NRC staff met with DECO at NRC Headquarters on January 25 and 26,1999, to discuss issues related to the Fermi 2 submittal for the conversion to the improved standard technical specifications.' The primary focus of the meeting was to_ discuss the December 4,1998, request

for additional information (RAI) for Sections 3.4 and 3.9 of the conversion and the proposed questions for an RAI for Section 3.6. The meeting was originally scheduled for 4 days.
However, the meeting was shortened to 2 days because the NRC lead reviewer for Section 3.6 l
was unavailable. The meeting to discuss the questions for Section 3.6 was rescheduled for the week of February 1. The Enclosure lists the meeting participants.

safety evaluation. The licensee proposed submitting closure packages (final technical specifications pages, markups, etc.) for the various sections between the beginning of April and i
the end of June. The staff used this information to evaluate the impacts on its review schedule.
The staff believes it can now issue the amendment by the end of August 1999. To realize this i
schedule the staff will have to reduce its review time at the end of the process. The staff j
considers this schedule achievable.. However, it leaves little or no time to accommodate unforeseen problems. These issues were discussed with the licensee.
