Brief descriotion of amendment: This amendment revises the Enrico Fermi Atomic Power Plant,

< Unit 1, Technical Specifications (TS) to: (1) include requirements for control of effluents, per 10 CFR 50.36a, with provisions for tritium effluent monitoring or analysis; (2) include dose limit requirements; (3) include a requirement to develop dose calculation methods; (4) include an

- annual reporting requirement per 10 CFR 50.36a; and (5) correct a typographical error.

Dais of issuance: January 6,1999.

Effective date: On the date of issuance of this amendment and must be fully implemented no t

later than 60-calendar days from the date of issuance.

now or hereafter in effect, and is subject to the additional condition specified below:  ;

! No.15 are hereby incorporated in this license. The licensee shall maintain the facility in 1 j accordance with the Technical Specifications. I i D. This license is effective as of the date of its issuance and shall expire on March 20,2025. l l

3. This license amendment is effective as'of the date of its issuance and must be fully implemented no later than 60-calendar days from the date of its issuance.

Dear Mr. Gipson:

The U.S. NJclear Regulatory Commission (NRC) has issued the enclosed Ame ment No.13 to Facility Operating License No. DPR-9 for Enrico Fermi Atomic Power PlanpD 1 (Fermi 1)

(Enclosure 1). The amendment consists of changes to the Technical Specifi ations (TS) in

- response to your application dated January 28,1998, as revised by a Au st 26,1998, letter.

The final rule, dated July 29,1996, for Decommissioning of Nucl Po r Reactors, revised 10 CFR 50.36a to clarify applicability of this section to all licensees of wer reactors whether operating or not. As a result of the revision of 10 CFR 50.36a/you a required to have additional effluent TS for Fermi 1. Your January 28,1998, applicati n, as revised, requested to:

(1) include requirements for control of effluents, per 10 CFM 50.3 , with provisions for tritium effluent monitoring or analysis; (2) include dose limit rec 3uiremen ; (3) include a requirement to

develop dose calculation methods; (4) include an annual repo ng requirement per 10 CFR 50.36a; and (5) correct typographical errors. These c'hanges re administrative in nature.
