Brief descriotion of amendment: This amendment will: (1) allow access control flexibility while maintaining similar level of controls over access; (2) establish compensatory provisions for cases when the Protected Area boundary temporarily will not meet the Technical Specification criteria; (3) eliminate redundancy between Technical Specifications; (4) Revise Figure B-1; and (5) correct of typographical errors.

The Commission has issued the enclosed Amendment No.14 to Facility Operating Lics'nse l
No. DPR-9 for Enrico Fermi Atomic Power Plant, Unit 1 (Fermi 1) (Enclosure 1). The amendment consists of changes to the Technical Specifications (TS) in response,to your application dated January 28,1998.
