ANSWER.

Table 1 provides counts of unplanned automatic and manual scrams during critical operation for Pilgrim from 1984 through 1987 compiled from licensee event reports per 10 CFR 50.72 and 10 CFR 50.73. The comparable industry average rates are also provided in Table 1.

Prior to 1984, reactor scrams were not directiv reportable to the NRC (Pilgrim entered commercial service December 1, 1972). As a result, an accurate r

& Y Pilgrim-Activ$ Update NRR, with the assistance of the residents, reviewed the Direct Torus Vent (DTV) installation and supporting documentation on March 2-3, 1988. The hard pipe DTV has been installed and capped off with blank flange pending review and resolution of operability requirements. Staff review indicates the ,

i licensee's modification, made pursuant to 10 CFR 50.59, is acceptable.

The Restart Assessment Panel met at the site on March 9. A pro,iected schedule for .'ilgrim restart was developed. The schedule is tentative and in based on successful completion of integrated activities by both the licensee and staff.

The licensee is aware of the schedule and generally agrees, but would like to shorten the pro,iected restart date currently estimated to be August 1,1988.

- The licensee's self assessment effort is scheduled to be completed by May 16 and is a prerequisite to the staff's Integrated Assessment Team Inspection.

A team inspection was conducted the week of March 14 to review the Procedure Generator Package (PGP) program and implementation of the E0Ps including operator training in the use of the E0Ps. An SE will be written closing out the PGP review and an Inspection Report with four unresolved items in the E0P implementation which will requ',re folltvup by the Region.
