RESPONSE TO MASSACHUSETTS 2.206 PETITION OF OCTOBER 15, 1987 REGARDING PILGRIM

- We have received a " draft" copy of the Massachusetts 2.206 Petition regarding Pilgrim. Although we don't have a dated copy we are aware it was issued October 15, 1987 and closely resembles the draft. As you will note, it concerns many of the issues contained in the Golden Petition, which we responded to on August 21, 1987.

Dr. Murley wants us to move expeditiously in responding to this Petition and I propose we meet in my office Friday, October 23, 1987 at 10:00 a.m. to discuss our approach. (Region I will participate by phone). Enclosu m 1 is a copy of proposed assignments and milestones. Enclosure 2 is a copy of the Petition.

Dear Mr. Bird:

'The Duxbury Emergency Response Plan Committee has received a report prepared by: Stone & Webster Engineering Corporation for Boston Edison Company dated August 1987. The title of this report is "A Study to identify Potential Shelters in the EPZ coastline Region of the Pilgrim Nuclear Power Station".

Some members of our committee have contacted some of the potential shelters

.that are. listed in the town of Duxbury to see how realistic the figures are.

These findings are on the attached sheets.

Further, it is of vital importance to note that these Stone & Webster figures

-have.been used as the basis for the June 4, 1987, report entitled, " Evacuation Time Estimate and Beach Population Sheltering." This report was prepared by Ralph G. Bird of Boston Edison Company and presented to Dr. Ronald Bellamy of

.the NRC. The report _ maintains that the figures presented for potential shelter-ing resolve FEMA's concerns regarding the sheltering of the beach population within the EPZ.

Our com:uittee feels _that such erroneous figures should not.be used as tne basis of the Stone & Webster report. It is the opinion of this committee, that the projected overestimated capacitysof the shelters listed demonstrate that these numbers cannot'and will not satisfy the FEMA concerns.

Our committee would appreciate your response as soon as possible.
