SUBJECT:
PROPOSALS FOR ENHANCING BWR MARK I CONTAINMENTS The NRR staff has prepared the Mark I containment options paper as directed by the Staff Requirements Memorandum of February 9, 1987, but we do not think it is reasonable to put it into the process for transmittal to the Commission at this time for two reasons, namely, technical issues still in debate and issue sponsorship. As to the technical issues, we met with the best industry and NRC Research scientists available on this subject as a last step in preparin the paper. On the one hand the industry analysts say that changes are not ustified. On the other hand the Research scientists indicate that I the changes are not effective. These differences are still under review and 1 are related to the comment dialogue on NUREG-115,0.
The sponsorship of this issue changes now as the responsibility for generic l
. issues such as these shift to the Office of Research with our current -
reorganization. I have transferred the latest draft of this paper and some key personnel to RES as indicated in the enclosed memorandum. I recommend that you inform the Commission by the memorandum enclosed here as well. I
- believe that this summer we will see thc culmination of this issue with the -
completion of key comments on the NUREG-1150 work, completion of the NUMARC Mark I report, and the final preparations for th,e Individual Plant Examination generic letter.
