ENVIRONMENTAL QUALIFICATION (E0) EXTENSION REQUEST POST-NOVEMBER 30, 1985 FOR THE PILGRIM NUCLEAR POWER STATION, UNIT 1

Purpose:

To provide the staff analysis and recommendation of  :

the above-stated E0 extension request. '

Background:

By letter dateo September 23, 1985, Boston Edison Company (BECo, the licensee) requested that the Commission grant an extension beyond the currently approved November 30, 1985 deadline to no later than startup from Refueling Outage No. 7 (scheduled for September 1986) for environmental qualification of certain electrical equipment.

Generic Letter (GL) 85-15 specifies the following with regard to ex tension requests beyond November 30, 1985:

l "It is the Commission's intention that extensions will be granted only in exceptional cases and that enforcement action will be taken against licensees that continue to operate their facilities with unqualified {

equipment beyond November 30, 1985 without an extensien (

l approved by the Commission...

The basis for an extension request beyond November 30, 1985 must clearly identify the exceptional nature of  ;

the case, e.g. , why, through events entirely beyond its f control, the licensee will not be in compliance with the rule on November 30; the date when compliance will be achieved; and a justification for continued operation until compliance will be achieved."
