INFORMATION ON EP STATUS AT PILGRIM The following information on the status of offsite emergency planning efforts at Pilgrim was obtained from Ron Varley, BECo EP, on December 30.-1987.

1. All draft local town plans (5 in EPl plus 2 reception centers) are complete.

2-3 have been submitted to MCDA.

By end of January, expect all plans to be to MCDA.

2. Local plan implementing procedures (EPIPs).

35-40% drafted.

List of bus companies, shelters being developed in parallel with procedures.

LOAs with bus companies will be in plans.

Primary EPIPs for emergency response will be done by end of January.

May not complete identification of all buses and shelters until March.

3. MCDA Area II plan has been drafted.

Being reviewed (since November) by MCDA in Framingham.

Area II plan is a resource document, Identifies State resources available for towns in an emergency.

State plan / Pilgrim annex is a concept type document.

4. Mass Plan / Pilgrim annex being developed.

60-70% complete, project complete end of January.

Slower development due to need to coordinate with State agencies Status of FEMA Issues

1. Evacuation plans for public and private schools, day care centers.

Wrapped up in development of EPIPs.

All schools and centers have been identified.

2. Reception center to the north (3rd center).

BEco did feasibility study showing that 2 existing centers are adequate, can monitor up to 20% of evacuees.

Centers are at Bridgewater State College and City of Taunton Would like to see State identify a 3rd.

Reception Center Feasibility Study sent to NRC early this week.

l State has lead, BECo cannot name a site.

3. Shelters for the beach.

BECo initial study, identified potential shelters.

Misinterpreted as a final list.

k- Working with Towns to identify final shelters, converting potential shelters to final shelters.

About 30% done, project complete by March. -

Doing separate shelter study for rest of EPZ for State.

Doing correlation study of building code to protection factors, due in January.

4 Evacuation plans for special needs and transport dependent populations.

5. Have identified resources (ambulances, vans etc.).

Developing bus routes.

Intend to identify all special needs persons.

Requested to mail in information.

State representative for handicapped claims mailing doesn't identify all.

BEco funding study of region to detemine number of handicapped.

6. Overall lack of progress and diminution in EP.

BEco has funded full time CD staff in each of 7 towns.

Funding upgrades of all EOCs.

Training program developed.

Training Program BEco has developed a program for State.

Program approved by State in November or December by letter from MCDA.

State will be responsible for scheduling training.

BEco has provided 5 trainers, pushing State to schedule, identify trainees.

Hope to begin training next couple of weeks.

Have done some training:

fire, police on sirens, communications.

Estimate year to complete training.  :

State has extended program to cover 5000 people on an annual basis.

Goal is to complete training of key people / decision-makers, etc. before exercise.

Public Infomation Brochures BECo has sent letter to NRC DCD, on 12/29/87, explaining why not publishing annual brochures in 1987.

However, infomation on planning process, other generic info, being mailed to all EPZ residents.

BEco.will not update brochures until new programs are complete.

'. b Pilgrim - Activities Update 1/13/88 On January 7, 1988, Senator Kennedy, as Chairman of the Senate Labor and Human Resources Comnittee, held hearings regarding the restart of the Pilcrim Nuclear Power Station. These hearings were held in the Plymouth High School before a crowd of about 500 individuals. Senatcr Kennedy received testimony from the following panels and individuals:

-Leaders of local citizens groups

-Massachusetts and local elected officials

-Massachusetts Lt. Governor and Attorney General

-Commonwealth Emergency Planning and Public Health Officials

-NRC and FEMA The Major issues of the hearing concerned emergency preparedness in the Pilarim area, public health issues in the Pilgrim area, the adequacy of the Mark I Containment at Pilgrim and desires to hold formal ad.iudicatory hearings.

The Pilgrim Restart Panel met at the site on January 8, 1988 to discuss scheduling and restart planning issues.

BECo is implementing several organization and personnel changes. Realignment will increase line functions reporting to Senior VP Nuclear and realign the station organization.

Initial review of the BCCo restart plan is in progress and is expected to take until February 1988. A local meeting to receive public comments on the restart plan is planned for mid-February. Integrated team assessment of utility readiness is planned for March 1988.

2 grim - Activities Update 1/26/88 doston Edison has requested the staff to defer a planned inspection of Emergency Operating Procedures (EOPs), scheduled for the week of February 8,1985. BEco requests a deferral until the week of March 7,1988 while they complete training and documentation necessary f3r them to be ready for staff review. Resolution of E0P issues may impact BECO's readiness to restart Pilgrim. The staff plans to defer scheduling completion of the E0P review effort until BEco readiness in this area becomes more clear.

The first public meeting to hear public comments on the Pilgrim Restart Plan has been scheduled for February 18, 1988 in Plymouth, Massachusetts. Region I is coordinating arrangements with the Plymouth Board of Selectmen.
