Dresden Station Unit 3 Quad Cities Station Units 1 and 2 10CFR Part 21 Notification Qualification Concerns Regarding AMP Butt Splices Located In G.E. Company Drywell Penetrations NRC Docket Nos. 50-249 and 50-254/265

Dear Mr. Keppler:

This letter follows our conversation with Mr. J. Harrison of your staff on Friday, December 5, 1986 during which a matter reportable under 10CFR Part 21 was addressed. The Part 21 concern brought to your attention was a matter involving testing of AMP butt splices located on the drywell side of the electrical penetrations at Dresden Unit 3 & Quad Cities Units 1 and 2. These splices did not pass a recent Environmental Qualification test conducted by our company.

The subject AMP butt splices were determined to be qualified based on General Electric Company's Qualification Reports for their Electrical Penetration Assemblies. These reports qualify the penetrations and the associated AMP splices. During the May 19-23, 1986 EQ Audit of Dresden Station, Inspection Report Nos.

50-237/86013 and 50-249/86015, a Deficiency was identified regarding the qualification of these splices. This Deficiency is identified in paragraph 4.F(l) of the above Inspection Report dated September 8, 1986. In an effort to address any concerns regarding this item, Commonwealth Edison made the decision to subject these splices to an additional EQ test. The test, conducted at Wyle labs on December 4th & 5th, 1986, consisted of four AMP butt splices removed from an electrical penetration at Quad Cities Station. The test simulated the postulated LOCA for Dresden and Quad Cities with the exception of the accident level Radiation dose. The samples were irradiated in excess of 10 5R.

The results of this test, obtained on December 5, 1986 l indicate that the AMP butt splices used in these penetrations are

! not qualified to the accident conditions for Dresden and Quad Cities Stations. The failure mode for the splices was excessive leakage current experienced during the LOCA simulation. Corrective measures have been taken for the effected CECO units to repair these splices.

I Commonwealth Edison contacted G.E. on December 5, 1986 with respect to this issue regarding the AMP splices.
