All QATR Manual Holders Forwarded herein is Revision 66 to the Quality Assurance Topical Report (QATR) CE-1-A. The reduction in commitment contained in this revision was approved by the NRC On November 19,1998.
Revision 66 is approved for implementation with an effective of December 7,1998. You are required to i
update your manual by December 7,1998 per the attached instructions.
Revision 66 implements the Plant Operations Review Committee (PORC) and the Nuclear Safety Review Board (NSRB). The PORC along with independent review, replaces the on-site review function. The NSRB replaces the off-site review function. These changes only apply to the operating units. For Dresden 1 and Zion, the on-site and off-site review functions remain essentially the same. A summary major changes made to each section of the QATR to implement this revision is provided below.
Section 1 - Changed the responsibilities of the Nuclear Oversight Vice President, Director of Safety Review and Station personnel, and added NSRB Chairperson to reflect changes to the on-site and off-site functions.
Sections 2 to 4 - No Change Section 5 - Changed the review of procedures from on-site and off-site review to PORC and NSRB respectively.
Sections 6 to 16 - No change Section 17 - Changed record retention list to include PORC and NSRB minutes.
Section 18 - Changed the audit requirements to include PORC and NSRB.
Section 19 - No Change Section 20 - This section was subdivided into four sections to describe the requirements associated with the PORC, NSRB, and on-site and offsite review functions. Section 20 provides a summary of the Independent Review Program requirements. Section 20A describes the requirements for the NSRB.
Section 20B describes the requirements for PORC, and Section 20C includes the requirements for on-site and off-site review functions as applicable to Dresden 1 and Zion.
Appendix A - The Definition section was changed to include PORC and NSRB in the definitions for on-site and off-reviews.
I ASME Code interface - No Change This summary is provided to familiarize the readers with the changes included in Revision 66 of the Topical Report CE-1. Personnel engaged in activities covered by the Quality Assurance program are requireo to review the revised sections of the QATR and change affected procedures as needed to ensure compliance with the updated requirements. Training should be provided as required.
