CATAWBA NUCLEAR STATION, UNITS 1 AND 2 - REQUEST FOR TEMPORARY RELIEF FROM ASME CODE REPAIR REQUIREMENTS FOR ASME CLASS 3 SERVICE WATER SYSTEM VALVES (TAC MA0169 AND MA0170)

Dear Mr. Peterson:

By letter dated November 26,1997, Duke Energy Corporation (the licensee) requested the

. NRC staff to approve a temporary relief from the American Society of Mechanical Engineers 1 Boiler and Pressure Vessel Code (Code),Section XI requirements to repair the valves under the provisions of 10 CFR 50.55a(g)(5)(iii).- The temporary relief would permit non-Code repair: - -

of service water flow control valves,1RN-291,2RN-291,1RN-351, and 2RN-351.

The staff has reviewed and evaluated the submitted information. Details of the staffs review L are delineated in the enclosed Safety Evaluation. The staff finds that performance of an immediate Code repair is impractical as defined in Generic Letter 90-05. Therefore, relief is granted pursuant to 10 CFR 50.55a(g)(6)(i). The relief is granted retroactively to Unit 1, and expired at the end of the cycle 10 refueling outage (December 1997). The relief for Unit 2 will expire at the end of the cycle 9 outage, or the next scheduled outage exceeding 30 days, whichever comes first.
