Dear Mr. Maas:

This refas to your application dated July 21,1999, requesting an amendment to Meierials License SNM-1227 to add a process waste storage area consisting of four tanks and an ion exchange column to the ammonia recovery facility as part of the wastewater treatment process.

The purpose of the new waste storage area is to replace and discontinue the use oilagoons.

Our review of your application has identified additional information is needed before final action can be taken on your request. The additionalinformation specified in the enclosure should be provided within 30 days of the date of this letter. Please reference the above TAC No. in future correspondence related to this request.

2. Provide an updated version of Figures ll-10.28, ll-10.29, and ll-10.29a.

3. Does the addition to the Ammonium Recovery Facility affect the Decommissioning Plan as discussed in Chapter 7 of the license application?

Process Safety Information

4. Describe the procedure that will be used to add chemicals to the new process waste storage tanks.
5. Provide the materials of construction and tank dimensions for each new tank. Describe any incompatible material or chemicals in the new process waste storage area.
6. Provide a detailed schematic drawing of the new process waste storage area piping

" which includes: pumps, sampling ports, and leak detection devices. Will sump pumps be included in the new design?

7. What reactions, if any, could take place in the new process waste storage area?
8. What chemicals will be used to regenerate ion exchange resin that is stored in Tank 1

. (lon Exchange Regeneration Tank)? Provide data which shows that regeneration chemicals are compatible with the Miscellaneous Uranium Recovery System (MURS) process.

9. Provide' experimental results or calculations demonstrating that chemicals used for regenerating the ion exchange columns are compatible with the resin and will not produce hazardous or unfavorable reactions.. The concem is that some IX resins have pressurized storage drums from the reaction between the resin and chemicals.
10. How will ammonia releases be prevented in the new process waste storage area?
11. Will the new facility contain personal protective equipment (PPE) , if not, what is the closest building in proximity to the new process waste storage area that contains PPE7

i 2-Ooeratina Procedures i12. How will wastewater flow initially be redirected from lagoons to the new waste storage tanks during start-up? How will the lagoons be drained, what are SPC's plans for the lagoons, end will any piping be removed as a result of the new facility?

' 13. The previous design included, "A permanently mounted pump with interconnecting piping enables solution to be pumped from any lagoon to any other lagoon and also allows recirculation within any lagoon." Will this design be used in the new process waste -

storage area or will inter-lagoon type transfers be discontinued?

14. It appears that the capacity of the lagoons is much larger than the proposed new tank capacities. Describe how flow rates will be adjusted to accommodate the new waste storage tanks.

15. Describe any potential routine air emissions that will be' released from the new portion of the building as well as any new stack monitoring which will be required.
16. Describe any increase or decrease in the total curie quantity of radioactive materials ,

which are discharged to the sewer system on an annual basis. I

- 2d. Identify and describe in detail the criticality safety controls that will be applied in the addition to the Ammonium Recovery Facility. Specifically identify each controlled criticality safety parameter, identify all of the controls used to ensure that double

' contingency is met, describe how these controls ensure double contingency is met, and any other assumptions that were made in the analysis. Include the results of any pertinent calculations that were performed along with sample inputs.

25. What are the steps taken to ensure criticality safety in Tank 1 if the ura lium content samples from an IX regeneration indicates that the concentration er mass is too high to ensure a safe batch in the tank? What is the safe batch limit for this tank?
26. Describe in detail the process chemistry used in Tanks 2 and 5A to control uranium concentration.
27. Identify the type and location of the uranium monitors used on Tanks 1,2, and 5A.
28. What is the frequency of the periodic inspections for uranium buildup in Tanks 2 and 5A7 -

What procedure is used to identify an unacceptable buildup of uranium?

29. How are the IX columns monitored so that the concentration contained within does not

- exceed a 140 gU/l safe uranium concentration? Please provide the test data that demonstrates that the IX resin will not load to greater than this safe concentration.
