This building j is currently used to decontaminate spent fuel pool inspection equipment and the new activity I would involve the removal of unirradiated fuel rods from asseinblies that have been l contaminated in spent fuel pools and the dernamination of those rods. Downloading of those rods will be done in the UO, Butiding. l 1

in order to perform an adequate review for this action, the following questions have been geenerated to ensure that the activities conducted in the Fuel Services Building are acceptable.

1. Does the proposed new activity in the Fuels Services Building effect the {

Decommissioning Plan described in Chapter 7 of the license application? j Criticality Safety

2. Identify and describe in detail the established criticality safety measures that SPC currently has in use in the UO2Building that will be applied in the Fuel Services Building.

Specifically identify each controlled parameter, all of the controls used to ensure that double contingency is met, a description of how these controls ensure that double contingency is met, and any assumptions that were made in the analysis. Include any limiting calculations that were performed i
