~ On October 23'1983, an article appeared in the LA Times which described allegations concerning possession and use of . drugs at SONGS. The allegations-suggested drug traff.i.c and use on-site during construction of Units 2 and 3, and implied continuous lise ensite. As a result of .this article,. Bechtel Power Corporation (BPC); as requested by Southern Califo.rnia Edise'n (SCI)
