On October 23, 1983, an article appeared in the Los Angeles l Times which described allegations concerning possession and use of drugs at San Onofre Nuclear Generating. Station (SONGS). l Although the allegations did not implicate Southern California Edison Company (SCE) personnel, they suggested extensive drug {

j traffic and use on-site during construction of Units 2 and 3 and j implied continuing use onsite. As a result of such allegations, SCE requested Bechtel Power Corporation (BPC), Architect-Engineer'and principal Constructor for SONGS 2 and 3, to conduct J a thorough investigation of matters raised'in the October 23, 1983 Los Angeles Times. article. BPC conducted such an investi- -

m ' gation, not limited to the specific allegations appearing in the article. The BPC investigation utilized auditors from their M corporate offices in San Francisco in order to ensure inde-  ;

pendence from the BPC Project office responsible for SONGS. The purpose of this letter is to forward a copy of the report g '

documenting the BPC investigation for your information, as j L ' requested by your Mr. Norderhaug. This letter also provides g summary of actions taken or planned by SCE relative to a g promulgation drugs at SONGS.-of the SCE policy prohibiting possession or use of g}-}s

  • :1 1 J. B. MARTIN March 21, .1984 The.BPC investigation included interviews with personnel specifically identified in the Los Angeles Times article. Mr.

Mendez, the only individual named in the article still' employed by BPC at the time of. appearance of the article, described his interview with the Los Angeles Times as arising casually during

'a visit to his union local where he was invited into a-meeting being conducted in the . office of the union business agent, Mr.

Peralles, which included Los Angeles Times reporters. He bas not been able to provide any specific information concerning widespreed drug use onsite and his quotation in the October 23 1983, article, which he agrees to accurately reflect his statement, was evidently based on hearsay. He knows of no use of cocaine onsite and only suspects he may have observed marijuana smoking,'from a distance, on two occasions.

The report of the BPC investigation identifies ten (10) individuals.esployed by BPC at the time of the investigation who were named twice during the more than 250 interviews. These employees have terminated or been reassigned elsewhere as construction and startup work has been completed. As indicated in the report, BPC has cooperated fully with the FBI by providing information on employees named in the interviews.

SCE actions previously taken or underway now, relative to promulgation of the SCE policy prohibiting possession or use of drugs onsite include:

i e The policy previously established prohibiting possession or use of drugs or alcohol onsite, including in parking lots, was reiterated.by written memo from the Station Manager to all site employees and contractor personnel in  ;

September 1982. This meno was and continues to be posted on bulletin boards throughout the site.

e The above-identified policy was reiterated to Site Management by the Vice President and Site Manager in October 1983 and, in turn, again communicated to all personnel through staff and shift meetings. It was again discussed in a written memo from the Vice President and Site' Manager to all Site Management and supervisors in January, 1984, e Beginning in October 1983, the contracts for all contractors employed by Site organizations were formally modified to specifically reflect the SCE policy prohibiting drug possession or use onsite and requiring establishment of programs to ensure fitness for duty.

Contractors were required to communicate this policy to <

their employees, remove personnel found to be in violation of the policy and require adherance to the policy by any subcontractors.

o The.SCE Corporate policy dealing with disciplinary action wasl revised in October 1983, to specifically address disciplinary action for possession or use of alcoholic beverages or drugs or fai".ure to be fit for duty. Anyone found to possess or. use unlawful drugs onsite.is required to be terminated.

, e' In November 1983, a booklet was provicsd to all SCE employees which clearly states the SCE policy concerning j possession or use of drugs onsite and SCS requirements for fitness for duty. SONGS employees received formal {

training in the content of this booklet and in more stringent pre-employment screening and post-employment

. evaluation that was to be implemented in January 1984 j 3

In January 1984, SCE adopted more strit.3ent pre-employment screening and post-empleyment evaluation j for fitness for duty by requiring pre-employment blood testing and post-employment blood testind when an  ;

employee is suspected of being unfit for duty, o In November 1983, Station Security implemented increased parking lot surveillance in order to detect any activity associated with the possession or use of alcohol or illegal drugs. At that time supplementary training was i

provided security personnel who-stand duty in parking lot areas, regarding the detection of unauthorized activities.

j, e Action has been ' initiated to install conspicuous signs a';

cating the prohibition of possession or use of drugs l onsite. '

I anticipate that reports may continue to be receiveof violation d from of time time to the SCE and drug policy we will, as in  !

l this case, aggressively pursue such reports to the extent practical and take any appropriate corrective action.
