SUBJECT:

SONGS ALLEGATION On August 22, 1984, the. Region V Allegation Panel convened, discussed the above allegation and developed an action plan.

As recommended in the action plan, the allegation was forwarded verbally to the FBI, San Diego, California Office on August 29, 1984 with follow-up -

documents (Report of Inquiry) on December 28, 1984. No investigative action was initiated by the FBI.

On February 12, 1985, the FBI forwarded this allegation to Department of  !

Justice, Drug Enforcanent Administration (DEA) for their review and appropriate action.

On February 13, 1985. Region V (Schuster) telephonically contacted S. A.M @ $

FBI, San Diego, to discuss the FBI's referral of this case to DEA. Again on March 21, 1985. Region V (Schuster) telephonically contacted.the FBI at:d was advised that the FBI had not heard from the CEA on this case.

On March 26, 1985, , Oceanside, California office telephonically contacted Region V discuss this case. It was determined that the NRC and 0EA wou d coordinate on this case during the week of April 10, 1985.

DEA was advised that Region V had withheld conducting any special inspection into this allegation so as not to interfere with ongoing investigative efforts.

From April 15 through 19, 1985, during(a routine security inspection atSONGS), the und San Onofr.e Nuclear Generating Station allepation with members of SONGS management and was provided a copy of their

-- Allegation No. RY-84-A-092 MAY 3 1985 During the (April 15 through 19,1985) inspection, the undersigned was assisted 1 by Mr. H. North, Health Physics Inspector in an effort to evaluate the potential for introducing contraband into the protected area. The controls in place to prevent and deter contraband from being introduced into the protected area l were examined. It was noted through discussion with security officers that  ;

all containers and packages were being processed through either the X-Ray machine or were being thoroughly inspected at the hold-down area prior to entering the protected area. This continued procedure would detect and deter attempts to introduce contraband into the protected area. The inspectors i were unable to substantiate the introduction of any controlled substance into '

the protected area.

undersigned met with Mr. Supervisor of the Department of Justice's l Narcotics Task Force (N n Oceansi . California. Based upon Mr.Q4 review of the actions coupleted by SONGS management officials in December 1984, and the length of time elapsed since the original allegation, the NTF  ;

Supervisor declined to initiate any further investigation. "he NTF Supervisor was willing to provide responsive investigative support to SONGS when requested.

In this regard, the inspector assured that the NTF Supervisor and the Manager, site Security at SONGS knew how to contact each other. ,

between the NRC and the FBI. It was understood that the DEA would contact I the FBI to further discuss jurisdictional problems, if any, and detenmine a process for the licensee to report suspected drug cases in the future. The DEA will contact NRC at a later date.
