\ .. o i Attachment AGENDA AND DISCUSSION TOPICS FOR MARCH 17.1999 MEETING WITH SOUTHERN CALIFORNIA EDISON COMPANY (SCE)

Agenda *

Introductions

Topics for Discussion * - NRC staff Discussion - SCE/NRC staff Conclusion Toolcs for Discussion:'

l'

1. With regard to the SONGS analysis supporting that the flammability limit would not be exceeded for a design basis loss-of-coolant accident (LOCA), provide the basis for a radiolytic yield of .3, considering guidance of Parczewski and Benaroya. Also discuss the basis for not assuming five times the amount of hydrogen calculated for 10 CFR 50.46(b)(3).
2. Discuss how the long-term buildup of hydrogen due to radio!ysis during a postulated degraded core accident would be mar, aged (for example, in the severe accident management guidelines).
3. Discuss how core damage assessment procedures, emergency plan response, and  !

severe accident management guidelines will be supported without continuous hydrogen monitoring.

4. Discuss how severe accident management guidelines would be supported without the capability of a controlled purge (e.g., venting the containment).
5. Discuss why the SONGS Individual Plant Examination (IFE) is considered to adequately address the risk due to hydrogen combustion if the worst case sequence only considers a deflagration based on 75% metal-water reactor retaine d invessel.
