On October 23'1983, an article appeared in the LA Times which described

allegations concerning possession and use of. drugs at SONGS. The allegations-suggested drug traff.i.c and use on-site during construction of Units 2 and 3, and implied continuous lise ensite. As a result of.this article,. Bechtel Power Corporation (BPC); as requested by Southern Califo.rnia Edise'n (SCI)
' conducted a thorough Instigation of. drug matters raised in this newspaper article. edPC ptilized auditors from their corporate off.i.ce in San Francisco,
to conduct this investigation.
