SUB' JECT: ISSUANCE OF AMENDMENT NO. 5 TO FACILITY OPERATING LICENSE NO. R-115 - UNIVERSITY OF ILLIN0IS The Commission has issued Amendment No. 5 to Facility Operating License No. R-115 for.the' University of Illinois Advanced TRIGA Reactor.

The amendment consists of changes to the Technical Specifications in response to your submittal dated January 6,1987, as supplemented on ,

May 29, 1987.

The amendment changes Nuclear Engineering from a Program to a Department.

The staffing o' the Nuclear Reactor Laboratory is changed and the membership ,

and meeting requirements of the Nuclear Rccctor Committee are also changed. l The reporting requirements of_the Administrative Controls section of the  !

Technical Specifications have'been updated to reflect recent changes to the NRC's administrative structure.

In addition to the above changes, to make the license condition more I complete, we have discussed with'your staff and have amended paragraph 3.A. of License No R-115 to include the maximum reactivity insertion. allowed in l the pulsing mode.

A copy of Amendment No. 5 and the related Safety Evaluation' supporting Amendment No. 5 are enclosed.
