UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN (TAC NO. MA4833)

Dear Mr. Holm:

The Commission has issued the enclosed Amendment No.11 to Facility License No. R-115 for the University of Illinois at Urbana-Champaign Advanced TRIGA Reactor. The amendment consists of changes to the facility license and technical specifications in response to your application of November 13,1998, as supplemented on May 11 and August 3,1999.

The amendment approves the SAFSTOR decommissioning plan for the University of Illinois Advanced TRIGA Research Reactor. The amendment also authorizes the approved decommissioning plan to be included as a supplement to the Safety Analysis Report pursuant to 10 CFR 50.82(b)(5). Because the Department of Energy will be unable to receive your spent nuclear fuel until 2009 at the earliest, you are placing the facility into storage and delaying major dismantlement activities. In accordance with 10 CFR 50.82(b)(2), updated detailed plans must l be submitted to the U. S. Nuclear Regulatory Commission and approved before the start of j major dismantlement activities.

A copy of the safety evaluation supporting Amendment No.11 is also enclosed.
