ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN ADVANCED TRIGA REACTOR DOCKET NO. 50-151

1. The regulations in 10 CFR 50.82(b)(1) requires non power reactor licent;ees that permanently cease operation make application for license termination w thin 2 years following permanent cessation of operations. Do you want to make application for license termination along with the submission of your decommissioning plan (DP), or will you be making application under separate cover in the future?
2. The regulatory program for non-power reactors has been moved from Region ill to NRC Headquarters. Please propose changes to the administrative secticn of your technical specifications (TSs) to reflect this enange.
3. The decommissioning plan gives the cost of maintaining the facility in a SAFSTOR condition as $23,000 per year plus 25 percent of two person's time. Please estimate the total cost in dollars to maintain the facility in a SAFSTOR status, is this cost in 1999 dollars? Please verify that the University intends to continue to maintain a fund statement of intent to meet the criteria of 10 CFR 50.75(e). Your current statement of intent states that funds needed for decommissioning will be requested at the time when a decision to decommission the facility is made. Has this request been made?

Please describe the means for adjusting cost estimates over the storage period.

4. As required by 10 CFR 50.82(b)(4), please provide a description of the controls and limits on procedures and equipment to protect occupational and public health and safety during the SAFSTOR period, a description of your planned final radiation survey, and a description of TS, quality assurance, and physical security plan provisions in place during decommissioning.
5. Please propose and justify a TS to ensure periodic surveillance of the facility during the SAFSTOR period. This could be based on your computer monitoring system and/or the weekly physical check of the facility. If based only on the computer monitoring system, please discuss how you will verify the quality of the information provided by the system. For physical checks, is there a minimum set of equipment and conditions that must be verified?
6. In your application you provided examples of surveillance checklists for the SAFSTOR period. Are these checklists parts of the precedures required by the technical specifications? If not, does a new required procedure category of SAFSTOR procedures need to be added to the TSs?
7. Please discuss the likelihood and consequences of accidents during the SAFSTOR l period. Are these accidents bounded by the existing analysis?

8. Please submit an environmental report as required by 10 CFR 51.53(d). As part of that report, please discuss the radiological impact on the reactor staff and the public of placing 1. . facility into a SAFSTOR condition and maintaining the reector during the SAFSTOh period.
