ACCEPTANCE OF CHANGES IN THE EMERGENCY PLAN FOR THE UNIVERSITY OF ILLINOIS The staff of the U. S. Nuclear Regulatory Commission (NRC) has completed its review and evaluation of changes to the emergency plan for the University of Illinois Nuclear Reactor Laboratory that you sutuitted on December 15, 1986, in compliance with 10 CFR 50.54(q).. The changes were reviewed against the requirements of Appendix E to 10 CFR Part 50, the guidance criteria set forth in Revision I to Regulatory Guide 2.6 and ANSI /ANS-15.16-1982, " Emergency Planning for Research Reactors."

Based on its review, the staff concludes that the changes to the emergency plan for the University of Illinois Nuclear Reactor Laboratory meet both the requirements of the regulations and the guidelines provided to you.

The changes do not decrease the effectiveness of your approved plan, and are, therefore, acceptable. We request that you begin to implement the proposed changes to the emergency plan imediately.
