4 SPECIFIC PROVISIONS
- 1. General
. .a.- The agreement between the Comander, Naval Medical Comand National Capital Region referred to herein as the SUPPLIER and the Director, Amed Forces Radiobiology Research Institute referred to herein as the RECEIVER femalizes the interservice support to be rendered, and is negotiatied in accordance with D00 4000.19-R (Defense Regional Interservice Support Manual).
- b. This agreement is based upon the assumed continuance of. mission and tasks assigned to-the SUPPLIER and/or RECEIVER as presently prescribed by current directives from higher authority and accompanying functional funding responsibilities. When changes in these respective responsibilities occur,
. this agreement will be amended to reflect such changes and if appropriate, requests for funding adjustments will be made at that time.

Support Functions. The SUPPLIER will provide the services, supplies, utilities, facilities, assistance and data as set forth:in this agreement .

The RECEIVER will submit a Military Interdepartmental Purchase Request (MIPR)
L 00 Form 448 to SUPPLIER citing each specific type of reimbursable service, the accounting classification which will bear the cost of the services, and the number of this agreement and the dollar limitation. The SUPPLIER will acknowledge acceptance of services requested b Acceptance of.MIPR DD Fom 448-1 within 5 five (y) working days of receipt. c
- 4. Plannino Requirements. The' RECEIVER will advise the SUPPLIER relative to any changei in support requirements in sufficient time to insure budgetary recognition and to pemit the SUPPLIER as much time as possible to adjust and
, respond to RECEIVER requirements.
- 5. Review, Revision, Modification and Cancellation
- a. This agreement shall be reviewed triennially by each party to evaluate its effectiveness, currentness and mutual budgetary impact and to' determine the need to initiate and to effect modification,
- b. This agreement is subject to modification or temination as mutually agreed upon in accordance with the following: '
(1) Requests for modification will be forwarded by one party to the other by written notice. Modifications to this agreement will be consecutively numbered and will be effective upon approval by both parties.

(2) This agreement will be'teminated if either party is dis-established or @en directed by higher authority.
- c. This agreement shall continue in effect until the date shown in Block 4 of the DD 1144 or until it is teminated as above.
- 6. Procedures and Instructions ,
- a. Questions arising out of this agreement will be resolved by mutual
, agreement between.the two parties. In the event that mutual agreement between the two parties cannot be reached, questions or unresolved areas will be referred through higher comand channels for resolution in accordance with 000 4000.19-R.
- b. When final signatures are affixed, this agreement shall be adhered to in accordance with existing D0D policies, procedures and directives. SUPPLIER will forward copies of this agreement to Commander, Naval Medical Comand, Washington,DC.

ARMED FORCE RADIOBIOLOGY'RESEARCH INSTITUTE SPECIAL FACILITY MAINTENANCE PROCEDURES AFRRI personnel haw8 agreed to assist FMD in providing certain system maintenance', repair and minor construction of real' property at the AFRRI complex in accordance with the following guidelines:
Mission specific work such as repairing laboratory' equipment will be performed by AFRRI.
Maintenance ~ work directly related to the operation of the nuclear rocctor or requiring Nuclear Regulatory Commission reporting or special ocfety procedures will be performed by AFRRI personnel.
All requests for modifications, alterations or additions to the AFRRI f acility/ utilities must be 'f orwarded to FMD f or authorization, planning, cnd determination for method of accomplishment. If AFRRI requests to
..p;rform the work, a detailed plan and estimate must be provided with the wrrk request. FMD will determine the final method of accomplishment and cycluate/ comment on the final specification.
Maintenance to facility components may be provided by AFRRI personnel provided, (1) orig _inal replacement materials are used or comply with all
.;.cpplicable codes, regulations and guidelines, (2) a record of all maintenance work including work description, estimated manhours, material costs, and manuals are kept on file for three years after work completion.
Preventive Maintenance of HVAC equipment will be a accomplished as a joint effort between FMD and AFRRI personnel., FMD agrees to provide one full time technician who will oversee the operation of the system and be anoisted by AFRRI certified technician.
