POTENTIAL STRIKE BY SERVICES PERSONNEL A strike may begin on the weekend of September 9-10 by IBEW Local 420, which represents employees of the Connecticut Light and Power Company. Personnel from that bargaining unit are assisting station staff in certain maintenance and construction activities at the site during the current refueling outage. They have been working without a contract since June 1. Union membership has overwhelmingly rejected the latest contract proposals and authorized a strike although as of this morning, union representatives have requested continued negotiations with Connecticut Light and Power management. . Plant operations, maintenance, technical, and clerical personnel are represented by a separate local; security guards are represented by a' separate union.

Those persons are working unde- active contracts which contain "no strike" clauses.

The licensee has developed a. appropriate contingency plan. Region I has developed a ,

notification contingency plan and will respond in the event that licensed plant operators or security guards participate. .The reactor was shut down on September 3.for a ten week refueling and maintenance outage and curre.1tly is in Mode 5, Cold Shutdown.

The State of Connecticut has been informed.
