February 1,1978 h PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-6 This preliminary notification constitutes EARLY notice of events of POSSIBLE r.ational security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by lE staff as of this date.

FACILITY: South Carolina Electric and Gas Company Virgil C. Summer, Unit No.1 Docket No. 50-395 Jenkinsville, South Carolina

SUBJECT:

BOMB THREAT A bomb threat was telephoned to the Virgil C. Summer Unit No. I switchboard operator at 1:30 p.m. , January 31. The plant is under construction (65% complete) and has no fuel on site. It is located about 25 miles northwest of Columbia, South Carolina. The caller said "there are three bombs on this plant about to go off." A search was initiated by the licensee and nothing was found. The plant site was not evacuated.

Normal construction activities resumed at 2:43 p.m. The FBI, State Law Enforcement Division, and county sheriff were notified by the licensee. O

There has been no media interest. Region II notified the FBI and the State of South Carolina. Neither the licensee nor the NRC plans a news 4 release. A The IAT was notified. 2 Region II (Atlanta) received notification of this event by telephone from the QA Site Representative at 3:30 p.m. on January 31.
