, E I mnko this affidavit in response to contentions EP-2/EP-2 (h) . .

EP-2 contends:

Applicants fail to show that provisions exist for prompt communications among principal response organizations to emergency personnel .

cnd the public as required by 10 CFR 50.47(b) (6) .

EP-2(h) contends:

Applicants provide no assurance that transients who are unfamiliar with the area will under-stand the implications of a warning signal in the event they are able to hear it.

In its August 12,1985 Memorandum and Order- (Ruling On Joint rvonors' Proposed Contentions On Energency Planning)" (" August rdar") , the Board acknowledged the existing commitment to place s for transients along the Savannah River, and to place a 03 in local, phone directories, but ruled: -

Neither the vogtle Plan nor the Burke County Plan * *

  • mention the pla'cing of notices olsewhere where the remaining transient popu-lation may be within the EPZ. On this basis wa find Contention EP-2 (h) admissible.

The requirementa for public information for transients is in 3-0654/ FEMA-REP-1, Rev. 1, " Criteria for Preparation and action of Radiological Emergency Response Plans and Nuclear I i

Plantu." Specifically, Planning Standard G, Public Education

'nformation, requires that:

1 Information is made available to the public on a periodic basis on how they will ba notified and what their initial actions e ehould be in an emergency (e.g. , listening to e a local broadcast station and remaining  ;

indoors), the principal points of contact with the news media for dissemination of information during an emergency (including the physical location or locations) are estab-lished in advance, and procedures for coordi- .

nnted dissemination of information to the public are established. l l

_3 l The planning standard is measured by the following criteria ,

for transient public information ,

)

G.2. The public information program shall provide l the permanent and transient adult population l within the plume exposure EPS an adequate l opportunity to become aware of the informa-tion annually. The programs should' include .

provision,for written mater al that.is  !

likely to be available in a residence during i an emergency. Updated information shall be  !

disseminated at least. annually. Signs or ,

other measures (e.g. , decals, posted notices '

or other means, placed in hotels, motels, gasoline stations and phone booths) shall also be used to disseminate to any transient population within the plums exposure pathway ~ 4 EPZ appropriate information that would be helpful if an emergency or accident occurs.

Such notices should refer the transient to the telephone directory or other source of f

local emergency information and guide the i visitor to appropriate radio.and television l frequencies.

3. I have reviewed.the following documents in preparation for this affidavit s

! (1) " Applicants' Statement of Material Facts as to Which No '

Genuine Issuo Exists to Be Heard Regarding Contention EP-2/EP-2(h)";

(2) " Affidavit of Richard L. Bryant on Contention EP-2/EP-2 (h) ,"

(7) " Affidavit of Jean M.

dated March 10, 1986 ("DiLuzio Affidavit") .

4.

Based on the information presented in the affidavits, a compre-hensive survey of the Plant Vogtle Plume Emergency Planning Bone in the area.

was conducted to identify the transient populations The transient population and its location in the Vogtle EPA as is identified in affidavits by local emergency response personnel ided more comprehensive and descriptive than current information prov Specifically, the Burke County Plan only in State and local plans.

identifies hunters and fishermen along the Savannah River, staff l d

' and students at the Girard Elementary School and individuals emp oye The affidavit of the by businesses located in the Vogtle EPZ. ifies Burke County Emergency Management Director, Mr. Bryant, ident motorists the following as transients in addition to the plant if passing through the area, individuals making recreational br e visits to attend church, the Plant Vogtle Visitor's Center.and The affidavit of Mr. Bryant sets forth commercial establishments. The State a specific public information program for transients. i and local plans need to be revised to appropriately reflect th s additional information.

5. The public information program for transients as identified in h

the affidavit of Mr. Bryant appears to be adequate and meets t e NUREG 0654 requirements.

APR.15 'E6 11:36 FEt1A REGION IV ATLANTA 2 P.06 The public information program includes the oosting of signs, stickers near public telephones, information placed in local tele-phone directories and providing brochures to raotels, businesses,'

and churches. These means for information are conmonly used in the Southeastern United States to advise transients of emergency procedures to be taken in the event of an incident at a commerical nuclear power plant.

It should be noted that the public infortnation brochure which is used to provide transients in the Plant Vogtle area with emergency information has not been formally reviewed by FEMA, therefore a determination of the content of the brochure has not been made.- )

6. Based on my review of the public information program as con-tained in the affidavits of emergency response personnel in support of the Applicants' Motion for Summary Disposition, I find that pre-emergency information provides for transients which enter the Vogtle EPZ. Provided State and local plans are revised to incor -

porate the comprehensive public information program for transients as set forth in the affidavits above, the NUREG 0654 criteria will be adequately met.
