Stovall, being duly sworn, deposes and says:

My present position is Emergency Management Program Specialist for the Federal Emergency Management Agency.

Included among my responsibilities is the radiological emergency planning liaison function between FEMA Region IV and the States of Georgia, Alabama, Florida and Tennessee.

In this position, I am responsible for the review of radiological plans and preparedness for these States and,for the local governments within these states.

I have held this position since December 1981.

I have been employed by FEMA since June 1980.

A current 4 statement of my professional qualifications is attached hereto.

I make this affidavit in responso.to contention EP-5.

EP-S contends:

The offsite emergency response plans for VEGP do not meet the requirement of 10 CFR-

50. 47 (b) (8) because the plans do not rea-sonably assure that adequate emergency facilities, namely : reception centers, will be readily available for use in the. event of a radiological emergency at VEGP.

The gravamen of EP-5, as admitted by the Board, is the avail-ability of the schools identified.as reception centersl/ to accommo-date evacuees from the plume -exposure pathway Emergency Planning Zone ("EPZ") in a Vogtle emergency.

In particular, noting the lack of emergency plan provisions for the release of students from the schools to be used as reception centers, the Board questioned whether "the reception centers are of sufficient capacity that pupils need not be dismissed and both they and the evacuees will be acccmmodated at the same time."

August 12 Order, at 28.

In evaluation of State and local emergency response plans the requirements of relocation centers / shelters in EUREG-0654/ FEMA-REP-1, Rev. 1. Planning Standard J,. Protective Response, estab-lishes the following planning standard:

A range of protective actions have been developed for-the plume. exposure pathway EPZ for emergency workers and the public.

Guide-i lines for the choicesof protective actions during an emergency, consistent with Federal guidance, are developed and in place, and protective actions for the ingestion exposure pathway EPZ appropriate to the locale have been developed.

Although the term " shelter" is used in all South Carolina plans, the generic term " reception center" is used in this motion to describe both the Georgia and South Carolina facilities used to register (and, if necessary, monitor and decontaminate) evacuees in a Vogtle emergency.

. The standard for the means to register and monitor evacuees is measured by the following evaluation criteria:

Each organization shall describe the means for registering and monitoring of evacuees at relocation centers in host areas.i The personnel and equip-ment available should be capable of monitoring within about a 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> period all residents and transients in the plume exposure EPZ arriving-at relocation centers.

The information in the State and local plans establish that relocation centers are available to register and monitor evacuees.-

From review of the plans, the NUREG 0654 requirements for reloca-tion centers appears to be adequately met.

As established in 44 CFR 350, " Review and Approval of State and Local Radiological Energency Plans and Preparedness," both a plan review and an exercise demonstration must be used to determine a-final finding for preparedness.

The exercise is the 4

means by which field verification is made of the information identified in the plan.

. The Plant Vogtle plan will be tested on April 30 and May 1, 1986, during the licensing exercise.

Field verification of the relocation centers will be accomplished during this exercise.

The adequacy of facilities, equipment and personnel can not be detemined from the information contained in the affidavits.

I conclude that absent specific information from the Applicants' and Stato and local emergency response personnel, I can not r> ass on the adequacy of the relocation centers to accommodate evacuees.

Until more information regarding facilities, equipment and personnel is received or field verification during the exercise is accom-plished no finding of adequacy can be made.
